On April 29, 2014, Japanese State decided to officially award the Sun Rising Medal for Mr. Nghiêm Vũ Khải, President of Vietnam – Japan Friendship Association, Former Deputy Minister of Science and Technology.

Mr. Nghiêm Vũ Khải, President of Vietnam – Japan Friendship Association, Former Deputy Minister of Science and Technology, was a Vietnamese student who received the scholarship from Japanese Government, graduated from the research course and was nominated with the Doctor of Philosophy in Japan.

During 1990’s when the relations between the two countries had new progress by that fact that Japan resumed its economic assistance to Vietnam, in 1995 as the Secretary of Vietnam – Japan Friendship Senator Group of Vietnam’s National Assembly, he maintained and expanded activities of this Friendship Senator Organization during its early establishment stage, contributing to build the foundation of relations between senators of the two countries, Vietnam and Japan.

In 2002, after being elected as a member of the National Assembly, he held the position of the General Secretary (the 11th National Assembly), then Vice President of Vietnam – Japan Friendship Senator Group (the 12th National Assembly) and continuously promoted the exchange between senators of the two countries.

In 2001, he was elected the first President of the Vietnam Ex-Student Association in Japan. In 2006, he was the Vice President, then President (from 2008 so far) of Vietnam – Japan Friendship Association. Mr. Nghiêm Vũ Khải made efforts to organize many events for cultural exchange between Japan and Vietnam. He also had significant contributions to building and fostering relations between the two countries at local level through activities of strengthening, promoting and newly establishing Vietnam – Japan Friendship Association in many Vietnam’s provinces and cities; closely connecting Vietnamese friendship associations with many Japanese provinces and cities.

Currently, he has actively introduced about Japanese literature and culture in Vietnam by translating and publishing many Japanese poem series; establishing Vietnam – Japan cultural and literature clubs.

Appreciating his contribution to promoting exchange and strengthening mutual understanding between the people of the two countries, friendship relations between the two countries during a period of time. Mr. Nghiêm Vũ Khải has been awarded with the Sun Rising Medal by the Japanese State – the most honored Medal for foreigners.
