The participants of the WorkshopThis was one of main activities in order to implement conclusions of 7th Session of 7th Session of Vietnam – Russia Federation Coordinating Committee on Atomic Energy Cooperation for peaceful purposes. The objective of the Workshop was to develop the framework for cooperation plans between Viet Nam and Russia Federation on nuclear power infrastructure development for the 2015-2017 period.
The Russia Federation’s mission led by Mr. Yury SOKOLOV, Director of the Committee for International Cooperation on Science and Techniques of Rosenergoatom Company together with 7 managers of the National Energy Corporation ROSATOM (Department of Human Resource Policies, Committee for International Business, International Network Company RUSATOM, Office of Nuclear Power Infrastructure Projects) and Federal Agency Rostechnadzor.
On the Viet Nam’s side, participating in the Workshop were participants from Ministries, branches and agencies as Ministry of Science and Technology (Vietnam Atomic Energy Agency, Vietnam Agency for Radiation and Nuclear Safety, Department of International Cooperation), Ministry of Industry and Trade (General Department of Energy, Viet Nam Electricity Corporation, State Steering Office of Ninh Thuận Nuclear Power Project), Ministry of Natural Resources and Environment, Ministry of Police, Ministry of Construction.
Also in the morning of June 23, Deputy Minister of Science and Technology Trần Việt Thanh had cordially meeting with the Russian Federation’s mission. In the meeting, the Deputy Minister highly appreciated timely and efficient support of Russian Federation for Viet Nam’s nuclear power program. The Deputy Minister said that the Master plan on nuclear power infrastructure development by 2020 was approved by the Prime Minister in 2014. Ministry of Science and Technology, as the coordinating and charring agency for nuclear power infrastructure development, would create every favorable conditions to promote cooperation with Russia in this field, especially cooperation in establishing groups of managers and technical experts for nuclear power development. The Deputy Minister hoped that Russia would support Viet Nam to build a Center for Nuclear Technology Science to become a nuclear research and human resource training agency at the regional level.
Deputy Minister Trần Việt Thanh met with the missionOn behalf of the Russian Federation’s mission, Mr. Y. SOKOLOV expressed that Russia would be willing to support Viet Nam in activities for nuclear power infrastructure development as strengthening training on State management field, research and development, technical support, construction, management and operation of nuclear power plants, contributing to safe and effective development of nuclear power in Viet Nam. With many years of experience working in the International Atomic Energy Agency (IAEA) as the Deputy General Director in charge of nuclear power field, Mr. Yury SOKOLOV provided a lot of support for national nuclear power infrastructure development for countries which newly start their nuclear power program, including Viet Nam.
Regarding human resource training for nuclear power, Mr. Y. SOKOLOV affirmed that Russia would create favorable conditions for Viet Nam’s officials and students to have on-the-job training in nuclear agencies of Russia Federation.
During the three working days, the participants would have discussions on the framework of bilateral cooperation plans for Viet Nam’s nuclear power infrastructure development for the 2015-2017 period according to IAEA’s 19 issues of nuclear power development, which would be focused on 3 main issue groups including human resource training and development, improvement of the legal framework and advocacy on nuclear power.
Russian Federation currently has 10 nuclear power plants with 34 engine groups. So far, Russia is promoting new projects in other countries as Belarus, Turkey, Bangladesh, Jordan, Viet Nam …
