Attending the Inauguration Ceremony were Mr. Nguyễn Quân – Member of the Central Committee of the Communist Party of Viet Nam – Minister of Science and Technology, Mr. Boviengkham Vongdara, Laos’ Minister of Science and Technology, Mr. Khamphoi Keokinaly, Vice Chairman of Viet Nam – Laos Cooperative Commission, Mr. Hoàng Xuân Hải, Counsellor – Viet Nam’s Embassy in Lao People's Democratic Republic together with all officials and staff of Ministries of Science and Technology of Viet Nam and Laos.
In the 35th session of Viet Nam – Laos Inter-governmental Commission on December 19, 2012, the Government of Viet Nam assigned Viet Nam’s Ministry of Science and Technology to coordinate with Laos’ Ministry of Science and Technology to implement the Project. On June 01, 2015, Viet Nam – Laos Cooperative Commission signed the Decision on approving the Project and assigned Laos’ Ministry of Science and Technology to coordinate with Viet Nam’s Ministry of Science and Technology to implement Project.
The Project has the total construction scale of 5,256 m2, including a 2-floor building with the total area of 3,600 m2, dormitories for students with two 2-floor buildings which have the total area of 1,620 m2 together with other basic equipment. Total investment of the work is more than VND 98 billion, in which Non-refundable Assistance provided funded by the Government of Viet Nam to the Government of Laos is nearly VND 90 billion and the matching fund from Laos’ budget is nearly VND 9 billion.
After being built, Laos’ Training Center for S&T Managers would meet requirements of training and fostering for about 600 to 800 batches of officials per year. After 2020, the Center need to be upgraded to become the Institute of S&T Management, which will be capable of training and fostering for about 2,000 to 2,500 batches of officials per year.
This is a Project which is of long-term strategy in order to strengthen infrastructure and resources on S&T for Laos. The first and foremost objective is to provide Laos’ MOST with complete facilities so that it can actively organize professional training and fostering courses in order to improve the quality and capacities of S&T staff from the Central to local level and Laos’ businesses. The investment in the project is the first step towards the synchronized construction of Laos’ Training Center for S&T Managers, which is an investment in depth, on the quality of human resources in order to achieve strategic objectives of Laos’s S&T Development.
The inauguration event of the Project on building Laos’ Training Center for S&T Managers is one of key cooperation activities of Ministries of Science and Technology of Viet Nam and Laos, which contributed to celebrate the 40th Independence Day of Lao People's Democratic Republic, the XII Congress of the Communist Party of Viet Nam and the X Congress of Lao People’s Revolutionary Party.
According to the signed schedule, the Project will be finished and put into operation by end of 2017.
