In the meeting, information on policies to attract Vietnamese intellectuals and businessmen in S&T field to return and work in their home country; cooperate in human resource training; policies on intellectual property or prioritized directions of high technology development in Viet Nam has been shared in details by Minister of Science and Technology Nguyễn Quân. Especially, the project on establishing Viet Nam – Korea Institute for Science and Technology (V-KIST), which has been implemented by MOST in coordination with functional agencies was paid special attention of the majority of Vietnamese oversea intellectuals in the meeting. Most of ideas in the meeting were that if V-KIST would be applied with a special financial mechanism, it would help high-level scientists not only those inside the country but also Vietnamese oversea intellectuals to return and work in their home country and participate in scientific activities of the Institute.
However, Vietnamese oversea intellectual also expressed their concerns that with the estimated budget for establishing the Institute, which is around USD 70 million, and if a special financial mechanism is applied, the budget would be enough only in the first 5 years. Then for following years, how will the Institute be operated when the budget is not available? Addressing this issue, Minister Nguyễn Quân affirmed that it is certain that V-KIST would be operated towards directions as Korea has taken. That means the State would focus investments in research fields as national defense, security while researches in applies fields would only be carried out based on orders from agencies with demand in order to avoid resources and bring in efficiency from the beginning.

to Decree No. 50/2015/NĐ-CP issued by the Government on May 18, 2015 on the
establishment of Viet Nam – Korea Institute for Science and Technology (V-KIST),
which is effective from July 15, 2015. V-KIST has been established on the
basis of the Agreement between the Governments of Viet Nam and Korea, and is
an organization under the Ministry of Science and Technology. V-KIST will be
applied with a special financial mechanisms to ensure encouragement of high-level
scientists who are foreigners and Vietnamese people inside and outside the
country to participate in the Institute’s science and
technology activities. As planned, V-KIST will be a multi-sectoral research
institute with industrial technology directions and researcher groups of
international levels, modern technical infrastructure and research equipment,
highly self-managed model. |
