The panorama of the program on Informal meeting with oversea Vietnamese intellectual experts on the occasion of Bính Thân New Year
This was the forum of informal exchange among oversea Vietnamese intellectual experts, managers and domestic intellectual experts on roles, contribution capacities, especially recommendations on specific guidelines and policies to be implemented in order to attract widely and maximize effectively the brain of communities of oversea Vietnamese intellectual experts for the S&T development cause in particular and the country’s innovation cause in general. In this event, oversea Vietnamese intellectual experts have been provided and updated with the overall information on the development status, new guidelines and policies of the State of Viet Nam, programs and projects on S&T development and demands and fields which need to mobilize, bring into full play “the brain”, brainpowers of oversea Vietnamese intellectual experts in the coming years.
The program on Informal meeting attracted the participation of more than 80 representatives of oversea Vietnamese intellectual experts, domestic intellectual experts, leaders of the World Bank, representatives of some Ministries, branches, localities and mass media organizations.
PhD Nguyễn Quân, Minister of Science and Technology together with representatives of leaders of Ho Chi Minh City People’s Committee and Chairman of the Association for Liaison with Oversea Vietnamese directly attended and exchanged informally with intellectual experts in the occasion of Bính Thân New Year 2016.
Exchanging informally with oversea Vietnamese intellectual experts, Minister Nguyễn Quân emphasized the importance and highly appreciated roles of oversea Vietnamese intellectual experts, considered them as one of core S&T human resources of the country. The attraction and mobilization of contributions, commitments and brainpower of overseas Vietnamese intellectual experts, according to Minster Nguyễn Quân, in many causes are the shortest and most efficient ways to solve many important S&T, technical and economic issues of the country. The Minister said that the State has recently issued many new guidelines and polices in order to maximize roles and contributions of S&T human resources, including communities of oversea Vietnamese intellectual experts for the country’s renovation process in the current integration. MOST together with relevant Ministries and branches would specify these guidelines and polices intro measures, solutions and programs and projects which are specific, feasible and appropriate with new situations. FIRST project of which MOST is the executive agency has been supported by the World Bank to be implemented towards the above-mentioned direction as one of specific steps.
Also in this program, PhD Nghiêm Vũ Khải, Vice Chairman of Viet Nam Union of S&T Associations, Chairman of the National Program on “International integration on S&T” shared with oversea Vietnamese intellectual experts on the content, directions and measures to strengthen Vietnam’s international integration on S&T by 2020. The overall content of the event were ideas, sharing, committed recommendations, brainpowers of oversea Vietnamese intellectual experts have been shared and would return to Viet Nam to participate in S&T proposals and programs, support technology transfer, train high-quality human resource for the country. The participation in exchanging and sharing experience and recommending specific measures of intellectual experts as PhD TS Nguyễn Trí Dũng, ex-Chairman who founded the Business Association of Overseas Vietnamese; Nguyễn Hữu Thái Hòa, ex-Strategic Director of FPT; Doctor Lương Cần Liêm, Chairman of France – Viet Nam Scientific Association of Psychiatrics and Psychological Medicine and many other overseas Vietnamese intellectual experts, which created a really open, warm and intellectual forum.
This program has played very important meaning in connecting overseas Vietnamese scientist and intellectual experts. This is a favorable opportunity for overseas Vietnamese intellectual experts to catch up and update on the country’s S&T development status and understand more of demands, specific “orders” in the country, then promote practical, effective and sustainable contribution and cooperation between overseas Vietnam intellectual experts and domestic partners. Sharing, ideas and contributions together with discussions in the meeting are basis for policy makers in Viet Nam to improve mechanisms and policies to attract and maximize precious contributions of overseas Vietnamese intellectual experts for the country’s development.
PhD Trần Quốc Thắng, Director of FIRST project and PhD Nguyễn Phú Bình, ALOV’s Chairman said that FIRST and ALOV had plans to coordinate closely in connecting overseas Vietnamese intellectual experts, attracting and mobilizing effective contribution of overseas Vietnamese to the country’s sustainable development. Informal meeting with overseas Vietnamese intellectual experts on the occasion of Bính Thân New Year with the topic of "Viet Nam Connection and Innovation – 2016” was the first event of the coordinating program.
