Before the preliminary session, on February 02, 2015 the two parties organized technical discussions on 3 main topics: radiation and nuclear safety; human resource training and information and communication for nuclear power; S&T nuclear center. Among them, VAEA chaired working groups on human resource training and information and communication for nuclear power, development of nuclear power infrastructure and atomic energy use for peaceful purposes. Participating in the working groups chaired by VAEA, on the Russian party were ROSATOM’s representatives (from Department of External Business, Department of Communication, the Project Management Office on improving training, international cooperation and project management quality, sectoral building Center), NIAEP Research Institute, Rosenergoatom Company, Atomtechenergo Company, Rusatom Service Joint Stock Company while on the Vietnameseparty were representativesfrom Department of International Cooperation, Vietnam Atomic Energy Institute, Vietnam Agency for Radiation and Nuclear Safety (Ministry of Science and Technology), Department of Science, Technology and Environment (Ministry of Education and Training), General Department of Energy (Ministry of Trade and Industry) and Vietnam Electricity Corporation.
The session of the working group by VAEA
On February 03, 2015, Deputy Minister of Science and Technology Trần Việt Thanh and Deputy Director of State Nuclear Energy Corporation - ROSATOM (the Russian Federation) Vyacheslav Pershukov chaired the preliminary session of the 7th session. Based on results gained from the technical discussions, the two parties came to agreements on many important cooperation contents for the 2015-2020 period, contributing to promote effective cooperative relations between Vietnam and the Russian Federation on using atomic energy for peaceful purposes and development of nuclear power as radiation and nuclear safety, human resource training for nuclear power, informationand communicationand construction of nuclear S&T Center.
One of remarkable results achieved in this 7th Session is the fact that Deputy Minister of Science and Technology Trần Việt Thanh and ROSATOM’s Deputy DirectorVyacheslav Pershukov signed the Memorandum of Understanding (MoU) between the Ministry of Science and Technology and ROSATOM on Cooperationto support information for joint projects in nuclear power field for the 2015-2020 period. According to this MoU, cooperation aspects between the two parties consisted of 9 following tasks (1) disseminating information on nuclear power industry in Vietnam, promoting information, education and communication on advanced nuclear power technologies; (2) formulating a plan on information and communication and increasing consensus of the public in Vietnam based on ROSATOM experience and international experience; (3) sharing information and experience on the most effective methodologies in order to strengthen the consensus of the public in Vietnam on nuclear power industry and radiation technologies; (4) inviting representatives of the Parties to participate in meetings, public relation events and cooperation to arrange the organization of the events; (5) cooperating to compile, publish and disseminate information and documents on nuclear power industry appropriate with interests of the Parties; (6) coordinating to organize international conferences, exhibitions, themed workshops and seminars on nuclear power; (7) coordinating to arrange visits and working missions of representatives of the two Parties to provide mutual support for the implementation of joint tasks; (8) coordinating to organize training courses for representatives of mass media agencies, public relation agencies and those who work on information and communicationactivities to improve awareness on nuclear power industry and aspects of nuclear industry; (9) working out plans on supporting public relations activities in the field of nuclear power industry to coordinate the implementation.
The two parties assigned focal point agencies to directly implement this MoU, which are the Communication Agency under ROSATOMand Vietnam Atomic Energy Agency under Ministry of Science and Technology.
The signing of the MoU was the important milestone which marked the development of Vietnam – Russian Federation cooperation on using atomic energy for peaceful purposes and appropriate with directions outlined on the Proposal on Information and Communication on the nuclear power development in Vietnam by 2020 (Proposal 370) approved by the Prime Minister in Decision No. 370/QĐ-TTg dated February 28, 2013.
In this Session, ROSATOM’s Deputy Director Pershukov also expressed the commitment that the Russian Federation would be willing to support Vietnam with activities for the nuclear power development to ensure efficient and safe implementation of the nuclear power program./.
