The panorama of the 9th Session Attending and co-chairing the Preliminary session were Deputy Minister of Science and Technology, Chairman of Viet Nam Sub-Committee Trần Quốc Khánh; Vice Chairman of State Committee for S&T of the Republics of Belarus, Chairman of Belarus Sub-Committee Mr. Baltrukovich Petr Ivanovich.
Delivering a speech in the Preliminary session, Deputy Minister Trần Quốc Khánh highly appreciated cooperation between the two countries in S&T field, especially the two parties have identified prioritized fields and directions as well as had exchange activities among S&T of Viet Nam and Belarus over the past time.
The Deputy Minister expected the two parties would continue their cooperation and promote S&T activities to become thorough and emphasized that S&T cooperation between the two countries would to a new high level through the 9th Session.

Mr. Baltrukovich Petr Ivanovich said that the two countries of Viet Nam – Belarus have had good historic relations with many similarities, which can be considered as good premises for the two countries to have bilateral cooperation in many fields, including S&T activities. This can be the advantage for the two countries to promote S&T activities in order to fully exploit potentials of the two countries.
In the Session, Deputy Minister Trần Quốc Khánh introduced with the Belarus’ delegation about Vietnam’s S&T latest achievements and activities over the past time as Resolution No. 20-NQ/TW on S&T development; Law on S&T (amended); S&T Development Strategy for the 2011 – 2020 period,… and many MOST’s documents relating to S&T activities.
In addition, the two Chairmen informed each other about the status and potentials of S&T development and innovation of Viet Nam and Belarus; approved the Plan of Action with some issues as review of the implementation of S&T Cooperation and InnovationProgramfor the 2013 – 2015 period; review of S&T prioritized directions; review of proposals on establishing joint ventures manufacturing products of high S&T volumes; strengthened cooperation in fields of technology transfer, intellectual property, standards, metrology and quality,...
Regarding the implementation of S&T Cooperation and Innovation Program for the 2013 – 2015 period, the two parties recognized achievements gained from the 8th session with many joint events; agreed to strengthen S&T cooperation and innovation between Viet Nam and Belarus in order to improve the efficiency of S&T activities.
At the same time, the two parties agreed to cooperate in priority directions for the 2016 – 2017 period in some fields of energy; microelectronics; information technology, Nano technology; biology technology; health, medicines; new materials; technologies in agriculture; training for staff; establishment of joint ventures, development and cooperation in S&T field, especially introducing specific focal points to develop relate projects,…
