Attendee in the Training Course are experts from IAEA,
Korea, Pakistan, Hungary and domestic participants from Ministry of Public
Affairs, Vietnam Electricity and VARANS.
In the opening speech, DG Vuong Huu Tan said, Vietnam is
actively implementing its first national nuclear power project, so ensuring
nuclear security including radioactive source security, nuclear material and
facilities security became a great interest now. As the national regulatory
body, VARANS is responsible for assessing measures ensuring nuclear safety and
security in licensing and inspection process in various stages of nuclear power
project. Therefore, assessment, licensing and inspection of physical protection
is an important task of RB for management of nuclear power project.
During 5 days of the Training Course, experts delivered
to the participants comprehensive and systematic lectures on licensing and
inspection of physical protection in different stages of NPP: the IAEA
activities in promoting nuclear security, overview of physical protection and
nuclear security, stakeholder and their responsibilities, legislative and
regulatory framework, licensee submission during different lifecycle stages,
review and assessment against licensee submission, regulatory inspection and
follow-up actions, authorization and inspection for transport, transport
security plan, inspection training and qualification program. In additional,
trainees have practice exercises on responsibility matrix, physical security
plan, review and assessment, inspection checklist.
